What’s New? — Statement of Changes HC 997
Following the release of the immigration white paper on 12 May 2025, the UK government has implemented sweeping updates via the Statement of Changes HC 997, with major reforms taking effect from 22 July 2025. These changes impact popular visa routes such as the Skilled Worker Visa, Global Business Mobility, and Scale-up Visa. Below is a summary of the key updates:
1. Salary Threshold Increases
New salary requirements, based on the 2024 ASHE data, will come into force:
Skilled Worker Visa: £41,700
Scale-up Visa: £39,100
Global Business Mobility Visa: £52,500
These changes will affect all Certificates of Sponsorship (cos) issued on or after 22 July 2025.
2. Higher Qualification Requirements (RQF Level 6+)
Only jobs classed at RQF level 6 or above will remain eligible for sponsorship under work visa routes. This excludes roughly 180 lower-skilled occupations from new visa sponsorship.
Existing visa holders can still renew or switch roles, but transitional arrangements will be temporary and reviewed.
3. New Temporary Shortage Occupation List
The Immigration Salary List will be replaced with a Temporary Shortage Occupation List. To be sponsored below RQF level 6, the role must now appear on this new list.
4. Dependants No Longer Allowed
From 22 July, workers in roles below RQF level 6 will no longer be able to bring dependants under their visa.
5. Care Worker Route Changes
New overseas applications for Care Worker and Senior Care Worker roles (codes 6135 and 6136) will close from 22 July 2025. In-country applications will be accepted up to 22 July 2028 during a transitional phase.
6. Cos Issuance Dates Matter
All changes will apply to sponsorship certificates assigned on or after 22 July 2025.
7. Upcoming Changes to Watch For
By the end of 2025, the government is expected to introduce:
Increased Immigration Skills Charge
Tighter English language requirements
8. Closure of Afghan Relocation Applications
As of 1 July 2025, the Afghan Relocations and Assistance Policy (ARAP) has closed to new applicants.
